Juan manages Wayne Forward: Wayne County’s technical assistance and peer-learning program for local governments. He brings expertise in energy policy, environmental advocacy, urban planning, and nonprofit leadership to help communities navigate sustainability, infrastructure, and economic development challenges. Juan works from a unique cross-sector perspective to address questions around resilience, emerging technology, climate & decarbonization policy, energy-intensive development, and local government capacity. 

Through Wayne Forward, he supports collaboration among Wayne County’s 43 communities, connects municipal staff with resources and subject-matter experts, and helps translate complex policy and infrastructure issues into practical tools for local decision-making.
