The County would then use a portion of the $2 million from County funds to provide downpayment assistance for any of the units that receive PRICE funds for rehabilitation and are for sale. The $8 million set aside for new construction would go towards new MHC to reduce the development cost per unit and ensure affordability for low- and moderate-income individuals, at roughly $80,000.00 per unit this would allow for 100 new MHUs that would all be sold or rented below 60% AMI, any of the units for sale would qualify for downpayment assistance from the County. All rented units would have at minimum a 30-year affordability period. The remaining $2 million would be utilized for infrastructure improvement need in existing MHCs. The County will contribute $2 million from the General Fund Special Account as down payment assistant grant for low- and moderate-income individuals and energy efficiency initiatives. These funds will be crucial to maintaining and increasing affordable housing and Wayne County Michigan by incentivizing existing MHCs with improvements or new construction subsidies for extended affordability periods. The County does not intend to utilize any of the requested $20 million grant funding for administration cost, general funds will be used for project management costs. If the County were to include an administrative fee of 6% that would equate to $1.2 million that the County believes better serves residents and the program.
